PENA – Kasus dugaan korupsi pembangunan Gedung Malaria Center dihentikan sementara oleh Kejaksaan Negeri (Kejari) Halmahera Barat (Halbar).
Kasus dari gedung yang dibangun dengan APBD 2018 senilai Rp 2,7 miliar ini terdapat perbedaan hitungan kerugian negara antara Dinas PUPR Maluku Utara (Malut) dan Inspektorat Halbar.
“Jadi pada awalnya penghitungan kerugian negara oleh PUPR Malut sebesar Rp 300 juta. Sedangkan Inspektorat Halbar pada Oktober 2019 lalu, mengaudit hasil kerugian negara, namun nilainya turun menjadi Rp 95.800.000,” ungkap Kepala Seksi Pidana Khusus (Kasipidsus) Kejari Halbar, Galih Martino, saat dikonfirmasi Kamis (25/3).
Galih mengatakan, yang bisa melakukan penghitungan kerugian negara hanya Inspektorat, BPK dan BPKP. Sedangkan PUPR hanya sebatas temuan volume konstruksi bangunan.
Berdasarkan hal itu, untuk kasus ini pihak ketiga telah melakukan pengembalian kerugian negara sebesar Rp 95.800.000 pada 5 Maret 2021 lalu disertai denda keterlambatan.
Pengembalian dilakukan oleh pihak ketiga melalui bendahara. Kemudian dari penyidik kejaksaan dan Inspektorat Halbar langsung disetorkan ke Bank Maluku Perwakilan Malut di Desa Soakonora, Kecamatan Jailolo.
“Namun untuk untuk kasus ini belum ada Surat Perintah Penghentian Penyidikan (SP3). Jadi dihentikan sementara dan sewaktu-waktu kalau ada bukti baru, kami akan tindaklanjut,” jelasnya.
Galih menambahkan, sebelum itu pihaknya telah melakukan koordinasi dengan Inspektorat Halbar. Ternyata, oleh Inspektorat sudah dikeluarkan Laporan Hasil Pemeriksaan (LHP) Khusus.
“Sebelumnya juga sesuai keterangan dari Inspektorat bahwa ada anggaran yang belum dicairkan oleh Pemkab Halbar dalam pembuatan gedung itu senilai Rp 260 juta. Menurut Inspektorat, anggaran itu bisa digunakan untuk pembuatan pagar gedung, dan waktu itu juga anggaran tersebut dibuat selokan walaupun tidak tercantum dalam RAB,” ungkapnya.
Sekadar diketahui, kasus dugaan korupsi Gedung Malaria Center ini ditangani pada 2019 lalu dan sudah dinaikkan status dari penyelidikan ke penyidikan pada September 2020. Sudah banyak saksi yang diperiksa sejauh ini. Antara lain Kepala dan Bendahara Dinkes Halbar, PPK , pihak ketiga dan pengawas lapangan. (*)
