PENAMALUT.COM, TERNATE – Temuan Badan Pemeriksa Keuangan (BPK) terhadap retribusi pasar dan pertokoan di Dinas Perindustrian dan Perdagangan (Disperindag) Kota Ternate senilai 1,8 miliar mulai dikembalikan.
Pengembalian ini setelah Kejaksaan Negeri (Kejari) Ternate melalui Seksi Perdata dan Tata Usaha Negara (Datun) melakukan upaya negosiasi pengembalian atas temuan itu.
Alhasil, dari temuan Rp 1.078.288.723 sesuai hasil dikroscek, sudah dikembalikan Rp 1.004.913.000. Ini artinya, masih tersisa Rp 73.375.723 lagi.
Terkait temuan itu, Kejari telah mengundang Bendahara Penerima, Kepala Bidang Penagihan dan Pendataan, serta Kasi Penagihan pada Disperindag Ternate untuk dilakukan klarifikasi.
“Dari bukti-bukti setoran yang disampaikan bendahara penerima, kemudian dilakukan kroscek dengan rekeking koran dari Dinas Pengelolaan Keuangan dan Aset Daerah (DPKAD) KotaTernate ternyata bendahara Disperindag telah menyetor ke kas daerah,” kata Kasi Datun Kejari Ternate, Safri Abdul Muin kepada wartawan, Kamis (5/8).
Kata Safri, meski sudah dikembalikan, jelas saja ketiganya lalai.
Mantan Kasi Intel Kejari Tidore ini menjelaskan, semua hasil pemungutan retribusi pasar grosir itu diserahkan kepada bendahara penerima. Selanjutnya, bendahar penerima yang menyegor ke kas daerah melalui Bank BPRS Bahari Berkesan.
“Apapun bentuknya, seluruh penerimaan dari wajib retribusi yang setelah dipungut dan tidak disetor sangat bertentangan dengan Pasal 55 ayat (2) PP Nomor 58 tahun 2005 dan Pasal 137 ayat (1) PP Nomor 12 tahun 2019,” jelas Safri yang juga mantan Kasi Pengelolaan BB dan Rampasan Kejari Konawe Selatan itu.
Dalam pasal tersebut, lanjut dia, menegaskan bahwa bendahara penerimaan wajib menyetor seluruh penerimaannya ke rekening kas umum daerah selambat-lambatnya dalam waktu satu hari kerja.
Jika ini tidak dilakukan oleh bendahara penerima, maka sudah terjadi perbuatan melawan hukum.
“Jadi bukan saja bendahara penerima yang lalai, namun Kabid Penagihan dan Kasi Penagihan juga lalai. Sebab inibtidak mematuhi ketentuan penyetoran penerimaan daerah yang wajib disetorkan dalam 24 jam. Jadi karena bendahara penerima terbawa dalam hal ini, maka kabid dan kasi di bidang ini pun terbawa,” terangnya.
Kabid Penagihan dan Pendataan tidak melakukan pengawasan atas penyetoran retribusi pelayanan pasar yang menjadi tanggung jawabnya.
Sehingga itu, akan dibuatkan pernyataan untuk ketiganya agar sisa yang belum disetorkan ke kas daerah, segera disetorkan. (red)
