PENAMALUT.COM, TERNATE – Maraknya pungutan liar (Pungli) yang dikeluhkan sejumlah pedagang asongan di Pasar Gamalama, Ternate, mendapat kecaman dari publik.
Bahkan Wali Kota Ternate, M. Tauhid Soleman menegaskan bakal memecat oknum pegawai Dinas Perindustrian dan Perdagangan (Disperindag) yang diduga meminta uang ke pedagang.
Tauhid mengaku pungutan seperti ini sudah lama terjadi yang dilakukan oknum-oknum pegawai Disperindag saat dirinya maaih menjabat Sekretaris Kota Ternate.
“Dari dulu sudah kedapatan. Jadi kalau dengan saya, jangan coba-coba,” tegas orang nomor satu di jajaran Pemkot Ternate itu belum lama ini.
Ketegasan wali kota ini diharapkan tidak hanya sekadar berucap. Wali kota harus membentuk tim investigasi untuk mengusut tuntas masalah ini.
“Pungutan liar harus di investigasi. Untuk itu, dimintakan kepada Wali Kota Ternate segera membersihkan orang-orang semacam ini,” desak Akademisi Universitas Khairun (Unkhair), Abdul Kadir Bubu, saat ditemui wartawan, Senin (27/9).
Dade sapaan Abdul Kadir menantang wali kota untuk mengambil langkah tegas, jika wali kota merasa dirinya bersih atau pro pada tatakelola pemerintahan yang baik.
“Tugasnya harus membersihkan mafia pasar yang ada di Disperindag. Oknum-oknum dinas tertentu mencoba berupaya menjanjikan lapak jualan, terlebih mengambil panjar. Ini merupakan kejahatan,” tandasnya.
Dosen Fakultas Hukum ini meminta wali kota agar membersihkan semua orang-orang yang tidak beres yang berupaya memungut secara liar upeti-upeti dari pasar.
Pungutan liar seperti ini, kata dia, jelas masuk pidana. Sehingga tidak boleh ditutup-tutupi dengan alasan kesalahan administrasi sebagaimana yang terjadi sebelum-sebelumnya.
“Sudah saatnya dibuka, dan bagi oknum pasar yang melakukan pungutan liar segera mengembalikan uang yang sudah dipungut. Sebab pungutannya tidak mendasar. Wali kota harus mengusut hal ini,” pintanya.
Dade berharap, penegakan supremasi hukum dalam hal ini Polres Ternate segera melakukan investigas, karena pungutan yang terjadi di Disperindag merupakan murni pungutan.
“Ini pungutan liar yang dilakukan pejabat yang telah menyalahgunakan wewenangnya. Jadi Polres harus menelusuri dan memproses oknum-oknum yang terlibat,” pungkasnya mengakhiri. (ano/ask)
