PENAMALUT.COM, JAILOLO – Sejumlah kontraktor mengamuk di Kantor Bupati Halmahera Barat, Senin (9/5) pagi tadi.
Mereka mengamuk lantaran lima proyek yang dimenangkan diduga dibatalkan pihak Unit Layanan Pengadaan (ULP) Halbar.
Pantauan wartawan di lapangan, sejumlah kontraktor itu masuk ke Kantor Bupati tepatnya di ruang ULP dan membanting meja serta kursi hingga patah. Bahkan sampai ada yang menyerang ketua Pokja ULP, beruntung cepat dilerai petugas Satpol-PP yang berjaga di kantor Bupati.
Informasi yang diterima wartawan, lima paket proyek dengan nilai 9 miliar sekian itu berasal dari Dana Alokasi Umum (DAU) yang telah dimenangkan CV. Bintang Sintesa dan CV. Segitiga Emas.
Lon Abdul Gafur, salah satu kontraktor saat dikonfirmasi wartawan mengungkapkan, Bagian ULP Halbar tidak berpihak pada kontraktor lokal.
“Kami meminta agar dibagi rata proyeknya. Munhkin ini hal yang tidak mungkin, tetapi setidaknya ada pengertian-pengertian supaya kontraktor lokal itu merasa memiliki,” ujarnya.
Pihaknya menyayangkan sikap Bagian ULP. Menurut dia, bukan persoalan dapat proyek atau tidak, namun setiap proses harus sesuai mekanismenya.
“Kami telah mengikuti proses tender dengan baik seperti sekarang ini, bahkan informasi yang sudah kami dengar bahwa proses tendernya sudah dinyatakan bintang pada saat evaluasi. Artinya bahwa tim Pokja sudah menyatakan kami menang,” ujarnya.
Ia bilang, pihak ULP diduga membatalkan pemenang tender dan mengakomodir pihak yang kalah. Padahal pihak yang kalah tender tidak membawa berkas asli perusahaan, dan direkturnya pun tidak hadir saat proses lelang.
“Jadi kami kontraktor-kontraktor lokal merasa tidak puas. Saya mohon kepada Bupati dan Wakil Bupati agar mengambil sikap tegas supaya hal-hal seperti ini tidak terjadi lagi,” pintanya.
Ia juga mengaku, pihaknya sudah menemui Wakil Bupati Djufri Muhammad, dan Wakil Bupati langsung memerintahkan Kabag ULP agar mengambil sikap tegas sesuai aturan yang berlaku.
“Kinerja ULP saat ini sangat buruk, jadi kami kepada Bupati dan Wakil Bupati Halbar agar segera evaluasi mereka, termasuk Kepala ULP,” harapnya tegas. (adi/ask)
