PENA – Badan Pertanahan Nasional (BPN) Halmahera Utara (Halut) menggelar kegiatan deklarasi sekaligus bertekad membagun zona intregritas, menuju wilayah bebas dari korupsi dan wilayah birokrasi yang bersih dan melayani, dan tidak menyalahkan gunakan jabatan baik langsung maupun tidak langsung, Jumat (4/9) di kantor pertanahan Halut Desa Rawajaya.
Usai kegiatan zona integritas Kepala BPN Halut, Ikram Abdul Haris, menjelaskan problem tanah yang terjadi saat ini perlu dicari akar masalahnya seperti apa. Selain itu orang tua yang sudah meninggal muncul masalah antara para keluarga. Masalah lainnya batas-batas tanah yang diabaikan.
“Menyangkut mafia tanah kita akan bekerja sama dengan kepolisian karena mafia ini bermain di air yang keruh. Padahal mereka bukan pemilik tanah. Hal ini yang terjadi di beberapa daerah seperti di Jakarta dan Padang yang sering bermain ialah orang kita sendir dan pihak kepolisian,” kata Ikram.
Ikram saat ditanya persoalan tanah dan hak ulayat adat yang bukti yuridisnya belum ada, dia menjelaskan ada beberapa saran dari Kakanwil Halut untuk membuat semacam hak komunal tapi ada proses yang akan dibahas lebih lanjut. Menurut yang ia ketahui, soal tanah ulayat ini ada beberapa hal yaitu lembaga, hukum dan masyarakat.
Dikatakanya, kedepan program pemerintah akan diminimalisir. Pihaknya mengaku memiliki program kurang lebih 9 Ribu program yang dikembalikan ke pusat, katena Covid-19.
“Kita hanya dapat 5 Ribu saja dan dalam tahapan akan dilakukan proses pembagian sertifikat kebeberapa desa,” tandasnya.
Kegiatan deklarasi ini pun mendapat dukungan dari Polres Halmahera Utara, Kejari Halmahera Utara dan Forkopimda. Pasalnya kegiatan ini akan merubah mindset dan kedepankan pelayanan. Termasuk standar prosedur terkait dengan calo. Pihaknya meminta masyarakat agar langsung ke kantor BPN untuk pengurusan.(FN)
