Tentu hal itu dapat diwujudkan manakala proses sirkulasi kepimpinan ini, dijadikan sebagai ajang untuk menghadirkann gagasan cerdas dan bukan sekadar tafsir buta untuk memotret permasalahan yang melingkupi Halmahera Selatan.
Lanjut Ruslan, pada aras dimaksud, maka sebagai bagian dari komponen civil society yang memiliki keinginan kuat menghadirkan Halmahera Selatan pada halaman depan percaturan pembangunan di bangsa ini.
