PENAMALUT.COM, JAILOLO – Kasus dugaan jual beli lahan oleh Pemerintah Kabupaten Halmahera Barat yang dihibahkan ke Dinas Pendidikan dan Kebudayaan (Dikbud) Maluku Utara memasuki babak baru.
Ini karena Kejaksaan Negeri (Kejari) Halmahera Barat bakal menaikkan statusnya dari tahap penyelidikan ke penyidikan.
Kepala Kejari Halbar, Kusuma J. Bulo melalui tim jaksa penyelidik Pidsus, Krisna Wijaya mengatakan, terkait kasus pembelian lahan oleh Pemkab Halbar dari Wakil Ketua DPRD Halbar Riswan Hi. Kadam, pada pekan ini bakal dinaikkan statusnya dari Penyelidikan ke Penyidikan.
Menurutnya, pihaknya sudah lakukan pengumpulan bahan keterangan (Pulbaket) dan juga pengumpulan data (Puldata) sementara ini masih dalam tahap penyelidikan yang ditargetkan pekan ini bakal dinaikkan ke status penyidikan.
“Jadi kami bakal lakukan pemeriksaan lebih lanjut lagi, siapa saja yang berperan disana,” ujarnya saat dikonfirmasi wartawan Nuansa Media Grup (NMG), Rabu (18/5).
Krisna menjelaskan, terkait pembelian lahan milik Waka II DPRD Halbar Riswan Hi. Kadam yang dibeli oleh Pemkab Halbar guna dihibahkan ke Dinas Pendidikan dan Kebudayaan (Dikbud) Maluku Utara untuk pembangunan gedung kantor UPTD ini ditemukan adanya indikasi mark up dan penggelembungan nilai harga lahan yang dibeli oleh Pemkab Halbar.
“Lahan ini pengadaan dari Bidang Bagian Tata Pemerintahan Kabupaten Halmahera Barat,” ucap Krisna.
Ia juga menyebut terkait penentuan harga ini dari lembaga Afrizal, namun Pemda Halbar harusnya melihat metode dan tata cara penentuan harganya. Apakah sudah tepat atau belum.
“Jika nantinya dalam proses penyelidikan terus dinaikkan ke penyidikan, maka kami akan lihat apakah metodenya dari lembaga Afrizal sudah betul atau belum,” katanya.
Saat ini pihak Kejari telah memeriksa lebih dari 10 saksi, termasuk Wakil Ketua DPRD Halbar, Riswan Hi. Kadam sebagai pemilik lahan, Sekda Halbar Syahril Abdurradjak, dan juga Kepala BPKAD Halbar Chuzaemah Jauhar.
“Terkait calon tersangka, saya sendiri belum bisa terbuka secara langsung, karena ada asas praduga tak bersalah. Jadi kami kembangkan dulu, kira-kira siapa yang bakal ditetapkan sebagai tersangka. Untuk tersangkanya nanti pekan ini setelah kami naikkan tahap penyidikan, setelah itu bakal muncul nama tersangkanya,” tandasnya.
Perlu diketahui, lahan yang dihibahkan ke Pemprov Malut ini seluas 3.760 meter persegi untuk pembangunan Kantor UPTD Dinas Pendidikan Malut. Pemkab Halbar sendiri menganggarkan melalui APBD Induk 2021 dengan total anggaran sebesar Rp 543.061.952. (adi/ask)
