PENA – Pembentukan Dewan Kebudayaan Maluku Utara terus mendapat penolakan. Kali ini disuarakan oleh Pangeran Kesultanan Ternate, Jou Ngofa Hidayat Mudaffar Syah. Hidayat mempertanyakan apa urgensi pembentukan Dewan Kebudayan Malut, yang menurut kabar arah pembentukannya adalah perlindungan, pelestarian dan pengembangan kebudayaan.
“Jika itu yang jadi dasar, maka lembaga adat (Kesultanan Ternate) sudah berbuat. Bahkan sudah berbuat sejak ratusan tahun lalu, sejak lembaga adat ini belum bergabung dengan NKRI,” jelas Hidayat usai pertemuan bersama Lembaga Sibualamo, Baabullah Insitute, Keluarga Malamo Ternate (KARAMAT) dan Pihak Kesultanan Ternate, Minggu (14/2) di Pendopo Kesultanan Ternate.
Hidayat juga mempertanyakan terkait alasan fungsi etis kebudayaan yang disuarakan oleh Dewan Kebudayaan Malut. Dia memberi contoh, konflik sosial tahun 1999 lalu. Sultan Ternate kala itu, Mudaffar Syah, dengan rasa etisnya bergerak melindungi rakyatnya yang tersakiti.
“Jika Dewan Kebudayaan ini mengklaim melaksanakan fungsi etis, lalu pertanyaannya fungsi etis seperti apa yang mereka maksudkan? Memangnya jika ada konflik sosial mereka bisa mengamankan situasi,” tantang Hidayat.
Hidayat menjelaskan, Sultan Ternate Mudaffar Syah, muncul rasa kebudayaannya ketika ada minoritas yang merupakan rakyatnya tersakiti. Dalam bahasa Ternate, Bobaso se Rasai yang dilandasi pada Magogoru se Madodara. Dalam bahasa Indonesia berarti rasa kasih dan sayang terhadap semua hamba Allah atau ummat manusia.
“Contoh kekinian misalnya, mereka bisa melaksanakan fungsi etis seperti apa jika ada konflik antara masyarakat sekitar tambang dengan perusahaan pertambangan. Itu juga kan produk budaya. Untuk hal-hal seperti ini harus jelas dulu urgensinya,” paparnya.
Hal senada dikatakan Anggota Dewan Pakar Sibualamo, Dr Kasman Hi Ahmad. Menurutnya, di daerah ini sudah ada lembaga adat dan kebudayaan yang berdiri sejak ribuan tahun, begitu juga paguyuban-paguyuban yang telah lama beridiri dan mengakomodir kebudayaan lokal yang ada. “Pembentukan Dewan Kebudayaan ini tidak meiliki urgensi yang kuat berkaitan dengan pengembangan kebudayaan,” tandasnya.
Kasman menambahkan, jika hanya melakukan diskusi dan seminar, maka boleh saja. Dalam rangka melakukan konsolidasi dan rekonstruksi kebudayaan yang ada. Tidak harus membuat dewan kebudayaan yang mensubordinasi berbagai lembaga kebudayaan yang telah ada.
Selain itu, lanjut Kasman, kebudayaan itu bisa dilestarikan melalui lembaga pendidikan yang ada. Sementara yang berada di luar, seperti pemerhati kebudayaan, pakar maupun pengamat kebudayaan, hanya perlu memberikan pikiran dan ide-ide, tidak perlu membentuk lembaga yang baru.
“Dewan kebudayaan di Maluku Utara ini sudah pernah ada. Namun dari sisi efektivitas, dewan tersebut tidak efektif. Jadi jangan disuarakan lagi. Masih banyak hal yang mesti kita pikirkan bersama. Bagaimana kita berbicara strategi pengembangan kebudayaan dengan lembaga-lembaga yang telah ada,” ujar mantan Rektor Universitas Muhammadiyah Maluku Utara ini.
Kasman merasa persoalan pembentukan Dewan Kebudayaan oleh beberapa inisiator ini penting untuk didiskusikan bersama. Sehingga tidak saling berhadap-hadapan penginisiator pembentukan Dewan Kebudayaan dengan lembaga kebudayaan yang telah ada.
