PENA – DPD KNPI Maluku Utara menggelar Webinar yang membahas tentang efisiensi penyaluran bantuan sosial tunai (BST) di Kota Ternate, Kamis (25/2) siang. Webinar KNPI dihadiri oleh narasumber dari Dinas Sosial Kota Ternate, PT Pos Cabang Ternate, dan Pengamat Ekonomi Maluku Utara DR Aziz Hasyim.
Pada kesempatan itu, Dinas Sosial yang diwakili Kepala Bidang PFM Muhammad Irvan Gaus mengatakan, untuk Kota Ternate penyaluran BST awalnya dilaksanakan pada bulan April 2020 lalu. Jumlah penerima BST pada saat itu berjumlah 2307 orang. Lalu pada bulan Desember di tahun yang sama, jumlah penerima BST meningkat menjadi 3961.
âJadi dari bulan ke bulan ada peningkatan jumlah penerima seiring dengan perbaikan data yang dilakukan oleh Dinas Sosial Kota Ternate,â jelas Irvan.
Dia mengatakan, Dinas Sosial memang sedikit mengalami hambatan dalam penyaluran BST di Kota Ternate. Bukan karena hambatan keuangan, tapi karena hambatan data yang diterima. Hal itu jadi penyebab kenapa kemerataan penyaluran masih sulit terjadi.
âMemang data yang kita peroleh setiap tahun masih berputar-putar di orang yang sama. Kadang ada sedikit pengembangan, tapi tidak berjalan begitu signifikan. Akhirnya, jika ada yang tidak layak menerima bantuan, seperti yang berkembang di publik ketika bantuan itu disalurkan, akhirnya mendapat bantuan. Ada juga yang sudah layak menerima, menjadi tidak menerima bantuan. Hal ini terjadi karena data kami yang kurang ada pengembangan,â jelasnya.
Ia menjanjikan, kedepan Dinas Sosial Kota Ternate dengan segala masukan dari masyarakat, akan memperbaiki segala kendala yang terjadi di lapangan hingga penyaluran bantuan dapat tepat sasaran dan berjalan dengan baik.
Sementara itu, dari PT Pos Cabang Ternate yang diwakili oleh Manajer Dukungan Umum, Ikbal Maulana mengatakan, program BST di Kota Ternate telah berjalan sejak Maret 2020. Hingga kini, BST telah masuk tahap ke-11. âSejauh ini, kami menggunakan berbagai macam metode yang kami susun sendiri untuk menyalurkan BST, tidak hanya di Kota Ternate, tapi di seluruh Maluku Utara hingga menjangkau pelosok pedesaan,â jelas Ikbal.
Ikbal menambahkan, meski penyaluran BST terhadap akses yang sulit, PT Pos Ternate sejauh ini mengoptimalkan langkahnya hingga bantuan untuk warga terdampak Pandemi Covid-19 itu dapat menjangkau masyarkat.
Sedangkan Pengamat Ekonomi Maluku Utara, DR. Aziz Hasyim mengatakan, sejauh ini pemerintah telah mengupayakan langkah-langkah pemulihan ekonomi masyarakat terdampak Covid-19 dengan sangat baik dan optimal. Termasuk salah satunya adalah BST.
âMaka kita perlu memberikan support untuk langkah pemerintah ini dan terus memberi masukan sesuai kapasitas sebagai akademisi. Dinas Sosial Kota Ternate dan PT Pos sejauh ini telah melaksanakan tugasnya dengan baik dan maksimal,â tandas Aziz yang juga dosesn Fakultas Ekonomi dan Bisnis Universitas Khairun Ternate.
Dilain sisi, Aziz berharap, pemerintah melalui program bantuannya kepada masyarakat terdampak Covid-19 tidak hanya menyalurkan bantuan dalam bentuk uang. Selain daripada itu, ia beharap ada bantuan modal atau bahan usaha sehingga masyarakat dapat mengembangkan usahanya di tengah pandemi yang tidak diketahui kapan akan berakhir ini. (*)
