PENAMALUT.COM, TERNATE – Perubahan aplikasi keuangan dari Sistem Manajemen Informasi Daerah (SIMDA) ke Sistem Informasi Pemerintah Daerah (SIPD), Dana Kelurahan (DK) maupun Dana Pertisipasi Pembangunan Kelurahan (DPPK) juga tidak lagi berlaku.
Sebagai pengganti DK maupun DPPK, diberlakukanlah sarana dan prasarana kelurahan dan pemberdayaan masyarakat.
Pemerintah di tingkat kelurahan berharap agar anggaran sarana dan prasarasana bisa menunjang kegiatan di kelurahan. Sayangnya, pemberlakuan refocusing oleh pemerintah pusat membuat kelurahan gigit jari.
“Sampai saat ini, kegiatan di kelurahan tak jalan. Semestinya bulan Juli itu anggaran untuk kelurahan sudah ada, sehingga bisa digunakan untuk kegiatan. Namun informasinya tak ada anggaran,” ujar senumlah lurah di Kota Ternate saat ditemui wartawan belum lama ini.
Kepala Badan Pengelolaan Keuangan dan Aset Daerah (BPKAD) Kota Ternate, M. Taufik Jauhar mengatakan, anggaran untuk kelurahan kemungkinan besar tidak dialokasikan. Ini karena terjadi refocusing anggaran sebesar 48 miliar dan pemangkasan DAU sebesar 20 miliar.
“Akibat refocusing ini, dana yang diporsikan untuk sarana dan prasarana kelurahan dan pemberdayaan masyarakat yang bersumber dari DAU dan Dana Bagi Hasil (DBH) dipangkas 20 miliar,” kata Taufik saat ditemui wartawan, Senin (9/8).
Ia juga belum bisa membeberkan apakah anggaran kelurahan akan dimasukkan dalam penyesuaian belanja atau tidak. Sebab sejauh ini belum ada keputusan akhir dari kepala daerah sejak diterbitkannya peraturan wali kota tentang perubahan penjabaran APBD.
“Saya juga belum bisa memberikan informasi terkait dengan dana kelurahan yang termasuk dalam penyesuaian belanja. Nanti pada saat perubahan APBD resmi di tandatangani wali kota, berarti sudah bisa dipastikan apa-apa saja yang didibelanjakan termasuk anggaran untuk kelurahan,” jelasnya. (ano/ask)
