PENAMALUT.COM, LABUHA – Smart City yang dicanangkan Bupati Halmahera Selatan, Usman Sidik, ternyata sudah ada sejak tahun 2020 atau di masa kepemimpinan Bahrain Kasuba.
Ini diakui sendiri Ketua Pelaksana Labuha Smart City, Samsudin Abas, dalam dialog yang digagas DPD KNPI Halsel, Rabu (8/9) malam.
Meski tidak menyebutkan secara detail konsep smart city itu ada sejak era BK, namun dalam penjelasannya konsep smart city secara kelembagaan yang dirilis Kominfo kurang lebih 100 kota di Indonesia yang masuk dalam program kementerian untuk smart city, ternyata Halmahera Selatan di tahun 2020, masuk dalam 100 kota tersebut.
Ia menyebutnya, hal itu ditandai dengan telah adanya dokumen analisis terkait dengan Labuha sebagai kota smart atau kota pintar.
“Waktu itu masih digagas dalam bentuk dokumen, dan dokumen itu ada. Dalam dokumen itu analisisnya 19 SKPD jika tidak salah,” katanya.
Saat diwawancarai wartawan usai dialog tersebut, Samsudin menyampaikan bahwa secara dokumen, itu sudah ada gagasan smart city. Kebetulan bidang tugasnya ada di Dinas Infokom Halsel.
“Ketika Pak Bupati Usman gagas, saya mengingat bahwa ada kegiatan kita dulu, maksudnya teman kita yang di Infokom. Kebetulan orang yang menggagas dan merencanakan kegiatan itu dia sudah pindah ke Kementerian, saya kemudian telusuri dan ternyata dokumen smart city itu ada,” ujarnya.
Bahkan, lanjut Samsudin, dokumennya sudah ada hasil review dan finalnya sudah dapat. Hanya saja belum disosialisasikan kepada SKPD saat itu, karena terhambat dengan moment Pilkada dan pandemi covid-19 di akhir tahun 2020.
Ketika datang pemerintahan baru, Bupati Usman kemudian menggagas, dan membawa tim dari Jakarta untuk menggagas kembali smart city. Pihaknya selaku SKPD yang mengetahui itu kemudian menyampaikan ke Bupati bahwa dokumen sudah ada.
“Kalau membuat dokumen lagi, sementara dokumen itu sudah ada, ibaratnya kita mengulang pekerjaan itu kan kurang elok. Aturannya tidak bisa. Kita memberikan masukan kepada Bupati bahwa ini sudah ada konsepnya dan dokumen finalnya sudah ada. Tinggal disesuaikan RPJMD dan visi misi Bupati Usman Sidik dan Wakil Bupati Bassam Kasuba, sebab dokumen lama masih pakai vis misi lama,” tandasnya.
Pihaknya, kata Samsudin, kemudian menggodok dengan tim untuk menyesuaikan dokumen smart city dengan visi misi Bupati dan Wakil Bupati yang baru. Dari konsep yang disusun itu, kemudian tepat pada Senin malam kemarin dilakukan expose.
“Pak Bupati berpikir bagaimana inovasi pembangunan ini, ternyata dokumennya sudah tersedia, dan itu memang disusun oleh ahli. Dan orang yang menggagas konsep smart city itu adalah orang Ahli, namanya Prof. Yono, pakar smart city Indonesia dari ITB. Sehingga tinggal dilanjutkan saja sesuaikan dengan visi misi dan sasaran pembangunan yang mendukung smart city itu,” jelasnya.
Terpisah, mantan Bupati Bahrain Kasuba mengatakan, konsep smart city sudah ada sejak dirinya masih menjadi Bupati Halmahera Selatan. Konsep itu dicanangkan sejak tahun 2017 sampai 2019. Waktu itu diatur tentang beberapa kabupaten/kota di Indonesia untuk dipilih menuju smart city.
Gagasan ini datang dari Kominfo, Kemendagri, Bappenas, Kementrian PUPR, KSP, Kemenkeu, Kemenko, kemudian Kementerian PAN-RB.
“Itu merupakan inisiasi mereka untuk gerakan menuju 100 kota/kabupaten smart city yang digagas sejak 2017-2019. Pada saat itu, dipilih dari 100 kota, termasuk Kota Labuha. Sejak itu saya masih jadi Bupati, kemudian saya berkonsultasi dengan tim dari ITB. Karena ada salah satu lembaga yang dibantu untuk dibuat aplikasi, dan itu sudah masuk di tahun 2020. Sehingga itu yang menjadi perencanaan awal, dan itu sudah ada,” jelasnya.
Bahrain bilang, smart city itu ada beberapa pilar, yakni smart government, smart society, smart living, smart ekonomi, terus branding, dan ikon daerah.
Pada tahun 2019-2020 dimulai dengan penataan kota, akhirnya melalui pinjaman SMI. Sebab untuk menuju pada smart city harus dilengkapi beberapa pilar, seperti pengembangan ekonomi masyarakat dan lahirlah Mall Saruma dan pasar modern.
“Kemudian di Mall juga kita atur untuk membuat aplikasi beberapa instansi, untuk pelayanan dengan menggunakan teknologi yaitu pakai digital, yang kemudian bisa menjadi Mall pelayanan publik. Membuat KTP Elektronik, membuat simple elektronik, dan lain-lain. Itu adalah perangkat-perangkat menuju pada smart city. Jadi itu memang nyata di zaman saya sudah ada,” pungkas politisi Partai Gerindra itu. (rul/ask)
