PENAMALUT.COM, MABA – Bupati Halmahera Timur (Haltim) Ubaid Yakub, akhirnya mengembalikan sejumlah jabatan Pelaksana Tugas (Plt) Kepala Dinas pada jabatan defitinitif sebelumnya. Hal itu dilakukan Bupati usai melantik sejumlah pejabat eselon III dan IV di Aula Kantor Bupati Haltim beberapa waktu lalu.
Pergantian tersebut terjadi setelah bupati secara resmi mengeluarkan SK Plt Kepala Dinas baru yang mengangkat para sekretaris menggantikan posisi Plt kepala dinas yang sebelumnya dijabat oleh mayoritas kepala-kepala bidang.
Pergantian itu dilakukan di 5 dinas, di antaranya Dinas Perumahan dan Permukiman (Perkim) yang sebelumya dijabat Plt Kadis Aziz Jumati digantikan oleh Muliastuty, Plt Kepala Dinas Kesehatan Ikhwan digantikan oleh Abdullah Yakub, Plt Kepala BPBD Aburahman Aburrajak digantikan oleh Darso Ganjal dan Kadishub yang sebelumnya dijabat Irmawati Abdul Kader digantikan oleh Dwi Cahyo.
Kepala BKD Haltim Ismail Mahmud, membenarkan pengangkatan sejumlah sekretaris menjadi Plt Kepala Dinas melalui SK Bupati Halmahera Timur beberapa waktu lalu. “Ia benar adanya, untuk Plt kepala dinas yang dijabat oleh para Kabid itu sudah dikembalikan pada jabatan sebelumya setelah Bupati mengangkat sekretaris di 5 Dinas itu menjadj Plt Kadis,” jelasnya, Senin (13/09).
Menurut Ismail, pergantian jabatan Plt di setiap instansi menjadi hal yang lumrah dalam birokrasi. Dimana untuk jabatan Plt Kadis yang sebelumnya di isi para kepala bidang itu hanya mengisi kekosongan jabatan yang ditinggalkan oleh kepala dinas sebelumnya.
“Sehingga kalau sudah dikeluarkan SK baru berarti secara otomatis mereka (Kabid-red) dikembalikan pada jabatan definitif yang mereka duduki,” katanya.
Sedangkan untuk Irmawati, yang sebelumnya adalah Plt Kadis Perhubungan, memiliki jabatan definitif sebagai sekretaris Dishub secara otomatis dinonjobkan dari jabatannya karena sudah digantikan oleh sekretaris baru, Dwi Cahyo yang juga telah merangkap Plt Kadishub saat ini.
“Karena jabatan defenitif Ibu Irma (Irmawati) sebagai Sekretaris Dishub, ketika jabatan itu diganti sekaligus dengan Plt Kadis, maka dirinya dalam bahasa kasar dinonjobkan,” tukas dia.
Sementara itu, Ismail ditanyai terkait posisi para Plt. Kadis apakah akan di defenitif kan, dirinya mengaku hal itu harus diikuti dengan asesmen yang dilaksanakan pemerintah daerah.
“Jadi tidak secara otomatis, mereka harus ikut asesmen, hasilnya seperti apa itu hak proregatif pak Bupati. Yang pasti untuk asesmen itu apakah dilaksankan secara keseluruhan atau hanya mengisi kekosongan jabatan kepala dinas defenitif itu menjadi ranah pimpinan,” ungkapnya menutup. (MDF)
