PENAMALUT.COM, TOBELO – Belum lama ini, Pemerintah Kabupaten Halmahera Utara melalui Kepala Bagian Perekonomian dan Kesra melakukan evaluasi terhadap 299 izin usaha pangkalan minyak tanah.
Dari 299 izin itu, sebagiannya terpaksa dicabut lantaran diduga melakukan pelayan tidak tepat sasaran.
Pencabutan sejumlah izin pangkalan minyak tanah ini mendapat protes dari pelaku usaha. Mereka menilai pemutusan izin usaha pangkalan minyak ini tanpa diketahu penyebab masalahnya. Bahkan pemutusan izin langsung diganti ke pelaku usaha pangkalan minyak tanah yang baru.
Mereka sudah beberapa kali mengadu ke Pemkab Halut dan DPRD Halut. Baru pada Senin (20/9) kemarin, DPRD Halut lewat Komisi I melakukan rapat koordinasi dengan Kabag Perekonomian dan Kesra dengan sejumlah pelaku usaha pangkalan minyak tanah yang diputus izinnya.
Salah satu pelaku usaha pangkalan minyak tanah, Leli, merasa kecewa dengan sikap pemerintah karena apa yang dilakukan pemerintah adalah bentuk ketidakadilan dan penindasan. Ini disampaikannya dihadapan Kabag Perekonomian dan Kesra, Kepala TBBM Depot Pertamina Tobelo, dan Agen minyak tanah PT Kao Indah Permai serta CV Sinar Jaya Pratama.
Ia mengaku selama ini pemerintah tidak pernah melakukan monitoring untuk mengetahui keluhan pelaku usaha pangkalan minyak tanah. Namun secara tiba-tiba diputuskan tanpa ada konfirmasi ke pihaknya.
Menurut dia, setelah adanya pemutusan izin usahanya, ia langsung bertemu dengan Kabag Kesra di kantor Bupati. Saat itu, Kabag Kesra Bahri Dodoe meminta maaf dan mengaku telah ditekan tim sukses dan pimpinan terkait pemutusan izin tersebut.
Sementara Kepala Bagian Kesra Pemkab Halut, Bahri Dode menyampaikan, kurang lebih 299 pangkalan minyak tanah yang menyebar di Halut, ada sejumlah pelaku usaha pangkalan minyak melakukan pelayanan tidak tepat sasaran, yakni tidak kepada masyarakat yang punya hak untuk mendapat minyak tanah itu.
Selain tidak tepat saaran, pihaknya juga mengaku ada beberapa pelaku usaha pangkalan minyak tanah ketika menjual minyak tanah, tidak sesuai dengan harga yang ditetapkan atau Harga Eceran Tertinggi (HET).
Atas dasar pelanggaran itu, pihak melakukan penghentian penyaluran minyak tanah kepada beberapa pelaku usaha pangkalan minyak tanah.
Ketua Komisi I DPRD Halut, Irfan Soekonay ditemui usai rapat itu menyampaikan, kesimpulan dari hasil rapat tersebut bahwa untuk penyaluran pangkalan minyak tanah dikembalikan kepada pangkalan yang lama, sementara pangkalan minyak tanah yang baru menunggu pengusulan Kuota ke pihak Pertamina. Tentunya ini akan ada koordiansi DPRD dengan pihak-pihak terkait dengan pengusulan penambahan kuota tersebut.
“Pada dasarnya DPRD akan mengontrol pelaksanaan ke depan mengenai penyaluran minyak tanah kepada agent dan pangkalan. Ini keputusan resmi, sehingga perlu untuk ditindaklanjuti bersama DPRD dan pemerintah untuk memastikan semua berjalan normal. Kami berharap ada monitoring langsung oleh pihak Kesara untuk mengetahui hal-hal yang terjadi di lapangan,” tandasnya. (fnc/ask)
