PENAMALUT.COM, TERNATE – Setelah mengamankan sejumlah dokumen kegiatan vaksinasi yang melekat pada Dinas Kesehatan Kota Ternate, penyidik Kejaksaan Negeri (Kejari) Ternate memastikan akan segera menetapkan tersangka dugaan korupsi anggaran Covid-19 senilai Rp 22 miliar tersebut.
Kasi Pidsus Kejari Ternate, Fajar Hidayat, menjelaskan bahwa pihaknya mengamankan sejumlah dokumen berkaitan dengan perkara dugaan tindak pidana korupsi dalam belanja honor tim vaksinasi, belanja konsumsi dan belanja snak tim vaksinator dalam kegiatan pengelolaan upaya pengurangan resiko krisis kesehatan dan pasca krisis kesehatan pada Dinkes Kota Ternate tahun anggaran 2021.
Kegiatan ini merupakan salah satu anggaran refocusing di tahun 2021 yang melekat pada DPPA Dinkes Kota Ternate dengan pagu anggaran 22 miliar sekian yang terealisasi 15 miliar. Di mana ini objek penyidikan yang diduga adanya penyelewengan penggunaan anggaran di belanja makan, minum dan snak serta honor tim vaksinator.
“Alasan kami menggeledah Kantor Dinkes Ternate, karena tempat ini diduga terjadinya tindak pidana dan juga beberapa dokumen yang kami butuhkan untuk pembuktian,” ujar Fajar didampingi Kasi Intel Kejari Ternate, Aan Syaeful Anwar, usai melakukan penggeledahan Kantor Dinkes Ternate, Selasa (13/12).
Setelah penggeledahan ini, lanjut dia, pihaknya akan mendalami dengan melakukan pemeriksaan lanjutan guna menguatkan pembuktian dan akan dilakukan penetapan tersangka. Penetapan tersangka ini tentu orang yang bertanggungjawab pada anggaran yang sedang ditangani.
”Dalam waktu dekat kalau sudah cukup bukti, karena penetapan tersangka salah satu adalah cukup bukti. Kalau kami sudah yakin cukup bukti, maka segera kami tetapkan tersangka,” tandasnya.
Sementara berkas yang diamankan itu terkait dengan SK (surat keputusan) tim vaksinator, SK pejabat pengelola keuangan, laporan pertanggungjawaban kegiatan dan dokumen-dokumen pencairan yang belum didapatkan penyidik pada saat pemeriksaan.
“Kemudian kami lakukan upaya paksa yaitu penggeledahan ini, dan alhamdulillah sebagaian besar sudah kami dapatkan,” urainya.
Berdasarkan penyelidikan, ditemukan kerugian keuangan negara berdasarkan perhitungan sementara Kejari di atas 1 miliar, dari yang terealisasi sekitar 15 miliar. Meski demikian, pihaknya juga akan melakukan permohonan permintaan perhitungan kerugian keuangan negara dari BPKP (Badan Pengawasan Keuangan dan Pembangunan) Perwakilan Malut sebagai alat bukti penyidik.
Fajar menambahkan, saksi yang sudah diperiksa lebih dari 50 orang terkait dengan dugaan penyelewengan honor vaksinator. Untuk mantan Kepala Dinas Kesehatan (Kadiknes) baru satu kali diperiksa.
“Kalau kami masih butuhkan tentu bukan hanya Kepala dinas saja, tetapi ada fakta- fakta baru dalam penyidikan ini pihak-pihak yang menurut kami perlu pendalaman untuk dilakukan pemeriksaan,” terangnya. (gon/ask)
