PENAMALUT.COM, TERNATE – Pemrintah Provinsi Maluku Utara dan DPRD menggelar rapat bersama untuk mencari solusi penyelesaian utang pihak ketiga atas pekerjaan fisik yang dianggarkan melalui pinjaman PT. SMI senial Rp 48 miliar.
Sekretaris Daerah Provinsi Malut, Samsudin A. Kadir menyampaikan, setelah pembahasan bersama DPRD, kontrak dengan SMI memang sudah berkahir. Untuk besaran utang ke pihak ketiga senilai Rp 48 miliar, namun progres pekerjaan semuanya belum 100 persen. Berdasarkan hasil hitungan Inspektorat hanya Rp 9 miliar yang harus dibayar pemerintah terhadap pekerjaan yang belum selesai tersebut.
“Jadi untuk progres pekerjaan yang sudah 100 persen dan sebagian yang belum, intinya dari 48 miliar itu kita sandingkan dengan progres pekerjaan hanya sekitar Rp 9 miliar. Tapi ini belum tahu, nanti kita hitung lagi. Kita memang sudah putus kontrak dengan SMI dan tidak dilanjutkan lagi, karena sudah selesai,ā ujarnya kepada wartawan, Rabu (11/1).
Untuk utang pihak ketiga ini nantinya dilihat skema pembayarannya, apakah lewat APBD Perubahan 2023 atau seperti apa.
āKita lihat dulu sumber dananya, barulah dilakukan pembayaran di perubahan,” tandasnya.
Sementara Wakil Ketua DPRD Malut, Sahril Tahir mengungkapkan, untuk mekanisme pembayaran utang pihak ketiga seniai Rp 48 miliar ini sumber anggarannya sudah ada, tinggal dibuat program oleh Pemprov.
Dari 8 ruas jalan maupun jembatan yang dibiayai melalui pinjaman SMI, tersisa dua ruas jalan yang belum selesai. Kedua ruas itu yakni Matutin-Ranga Ranga yang progresnya 85 persen dengan nilai kontrak 60 miliar lebih, dan Payahe-Dehepodo 65 persen dari nilai kontrak 44 miliar sekian yang dibayar kurang lebih 25 miliar dan sisa pembayaranya 3 miliar sekian.
Sedangkan pekerjaan yang sudah 100 persen seperti pembangunan Jembatan Kali Oba, Bahar Andili, Saketa-Dehepodo. Begitu juga dengan Ibu-Kedi, namun masih kurang pembayaran sekitar Rp 5 miliar.
āPrinsipnya kita tetap menyelesaikan utang pihak ketiga. Makanya kita sepakat tadi, Matutin-Ranga Ranga dan Payahe-Dehepodo yang belum tuntas berapa kilo meter, nanti mekanismenya kepada pemerintah daerah apakah membuat program baru untuk jalan ini bisa berfungsi. Artinya yang sudah terbayarkan sekarang itu sudah sesuai, sementara kurang dibayar sekitar 9 miliar itu dibuat program baru untuk menyelesaikan ruas jalan yang tertunda itu,ā jelasnya. (ano/ask)
