PENAMALUT.COM, TERNATE – Kejaksaan Negeri (Kejari) Ternate menegaskan akan mengusut tuntas dugaan jual beli lapak di pasar. Selain dugaan jual beli lapak, lembaga Adhyaksa itu juga akan menelusuri dugaan penyelewengan anggaran retribusi pasar dan retribusi parkir.
Ketegasan ini disampaikan Kepala Kejari Ternate, Abdullah kepada wartawan saat ditemui, Jumat (31/3).
Menurut Abdullah, pasar adalah sebuah tempat terjadi interksi sosial yang berbasis pada ekonomi rakyat. Di mana masyarakat yang berada di pasar atau beraktivitas kelas menengah ke bawah yang mencari kehidupannya melalui transaksi jual beli untuk memenuhi kebutuhan hidup sehari-hari.
Sehingga itu, harus ditata secara baik dengan tata kelola atau manajemen yang baik.
Pembangunan, kata dia, yang sebenarnya di luar sarana prasarana fisik pasar adalah sebagai kebutuhan primer masyarakat untuk diprogram maupun didukung secara benar dan tepat. Pembangunan seutuhnya di daerah tentu penggeraknya ekonomi secara berkelanjutnya adalah tempatnya di pasar.
“Bahwa pasar adalah sebagai sumber kegiatan kehidupan di masyarakat untuk pemenuhan kehidupan sehari-hari,” ujar Abdullah.
Untuk itu, Pemerintah Kota Ternate harus mempunyai kebijakan penatanan pasar. Di mana manfaat penataan secara baik dan dpaat diterima oleh masyarakat maupun komunitas yang ada di pasar. Apalagi pasar ini memberikabln kontribusi yang besar, bisa melalui retribusi atau hal-hal lainnya.
“Kalau daerah tidak bisa mengelola pasar secara baik, jangan berharap tertata ekonomi kerakyatan secara baik,” tandasnya.
Dirinya menyebut jika terjadi penyimpangan-penyimpangan di dalam tata kelola pasar yang tidak diatur dengan sistem yang baik, maka akan mengakibatkan pungutan liar secara sistemik, terstruktur dan masif. Siapapun wali kota atau kepala daerahnya jika pasar tidak ditata dengan sistem yang baik tetap terjadi pungutan liar.
“Tentu harus dari sistem manual ke sistem digitalisasi agar memperkecil penguatan liar atau oknum-oknum yang mengambil keuntungan, sehingga tidak tercapai pendapatan asli daerah (PAD),” terangnya.
“Oleh karena itu, ini harus diusut tuntas,” tegasnya. (gon/ask)
