PENAMALUT.COM, SOFIFI – Pemerintah Provinsi Maluku Utara merekomendasikan kepada kepala daerah yang baru dilantik dan telah melakukan pergantian jabatan piminan tinggi pratama (JPTP) tanpa prosedur agar menormalisasikan kembali pejabat tersebut.
Ini sesuai ketentuan yang telah diatur dalam Undang-Undang Nomor 5 tahun tahun 2014 tentang aparatur sipil negara.
“Jadi kalau pelantikan yang dilakukan tanpa sepengetahuan Gubernur, apalagi tanpa izin Mendagri, maka harus dinormalisasikan kembali. Bisa saja pejabat yang telah dinonjobkan harus dikembalikan kembali,” jelas Kepala Badan Kepegawaian Daerah (BKD) Provinsi Maluku Utara, Idrus Assagaf, kepada wartawan saat ditemui di ruang kerjanya, Senin (12/7).
Seperti diketahui, sejumlah kepala daerah di Malut yang baru dilantik Gubernur beberapa waktu lalu, kini telah melakukan pergantian JPTP. Salah satunya di Kabupaten Kepulauan Sula.
Di mana, Bupati Fifian Adeningsih Mus diketahui melantik sejumlah pejabat eselon II dan III tanpa sepengetahuan dari Gubernur maupun izin dari Mendagri. Bahkan diduga ada pejabat yang dilantik tersebut belum mengurus mutasi atau pindah tugas.
Diantara pejabat yang belum mengurus mutasi atau pindah tugas tersebut adalah Pelaksana Tugas (Plt) Kepala Dinas Kesehatan Kepsul yang saat ini tercatat sebagai pegawai fungsional pada Puskesmas Galala, Kota Tidore Kepulauan.
Selain Plt Kepala Dinkes, Plt Kabag Pemerintahan Suwandi yang merupakan pegawai Dinas Perhubungan Kabupaten Halmahera Barat juga belum mengurus mutasi atau pindah tugas.
Hal ini tidak hanya berisiko bagi status PNS yang bersangkutan, namun juga berisiko hukum ketika menggunakan anggaran pada dinas tersebut lantaran jabatan yang dijabatnya inprosedural.
“Seperti yang terjadi di Sula ini akan kita laporkan hasil investigasinya ke Mendagri, KASN, BKN. Jadi ketiga instansi ini yang akan memutuskan langkah apa yang akan diambil,” ujar Idrus.
“Namun yang terpenting kita rekomendasikan saat ini adalah normalisasi kembali,” ujarnya lagi.
Ia juga berharap setiap kepala daerah yang baru dilantik agar setiap mengambil langkah atau kebijakan melantik atau memindahkan pejabat di lingkup peemrintah daerah tersebut harus sesuai dengan prosedur. (ask)
