PENAMALUT.COM, TERNATE – Pelantikan Direksi dan Dewan Pengawas Perusahaan Umum Daerah (Perumda) Air Minum Ake Gaale pada Selasa (18/1) kemarin menuai pro dan kontra.
Pasalnya, pengangkatan salah satu dewan pengawas (Dewas) dari unsur pemerintah yang dilantik kemarin tidak mengikuti seleksi.
Ketua Komisi II DPRD Kota Ternate, Mubin A. Wahid menyayangkan keputusan wali kota melantik Dewas tanpa melalui seleksi.
Mubin mengatakan, tidak ada satu pasal dalam peraturan daerah (Perda) yang memberikan ruang atau kewenangan kepada kepala daerah untuk mengangkat Dewas maupun Direksi tanpa melalui seleksi.
“Tidak ada satu ruang pun, tidak ada satu norma pun, tidak ada satu aturan pun dalam Perda Perumda Ake Gaale yang memberikan kewenangan kepada wali kota untuk mengangkat dewan pengawas dan direksi diluar dari seleksi. Jika ini benar, maka wali kota melanggar Perda. Dan surat keputusan (SK) wali kota tersebut cacat hukum,” tegas jelas Mubin saat diwawancarai wartawan Nuansa Media Grup (NMG), Rabu (19/1) tadi.
Mubin juga mengingatkan kepada wali Kota bahwa DPRD memiliki fungsi pengawasan pemerintah daerah dalam melaksanakan peraturan daerah maupun peraturan wali kota (Perwali), juga mengawasi pemerintah daerah dalam melaksanakan peraturan perundang-undangan lainnya dalam rangka penyelenggaraan pemerintah daerah.
“Maka kami meminta wali kota membatalkan SK pengangkatan salah satu Dewas dari unsur pemerintah yang tidak melalui jalur seleksi,” pinta politikus PPP itu.
Mantan Wakil Ketua DPRD Kota Ternate ini juga meminta wali kota harus fair. Jika itu cacat prosedur, maka harus diakui.
“Jika tidak di-indahkan, maka kami akan meminta pertanggung jawaban,” tegasnyanya mengakhiri.
Sekadar diketahui, terdapat enam nama yang dilantik Wali Kota M. Tauhid Soleman sebagai Direksi dan Dewas Perumda Ake Gaale. Tiga dari Direksi, dan tiga lagi Dewas.
Untuk Direksi diketuai Abubakar Adam, dengan anggota Maslan Deis dan Muhdar Assagaf. Sementara dari Dewas diketuai Abdullah Bandang, Chalid Thalib, dan Hasan Musana Matdoan.
Hasan Musana merupakan unsur dari pemerintaham yang diangkat tanpa melalui seleksi. (tr2/ask)
