PENAMALUT.COM, TERNATE – Wali Kota Ternate, M. Tauhid Soleman, telah membatalkan pengangkatan satu anggota dewan pengawas (Dewas) Perumda Air Minum Ake Gaale yang dilantik tanpa melalui seleksi.
Meski telah membatalkan SK tersebut, namun kebijakan Wali Kota M. Tauhid mengangkat Anggota Dewas Perumda dari unsur pemerintah itu dinilai ceroboh.
Hal ini dikatakan Akademisi Universitas Muhammadiyah Maluku Utara (UMMU), Dr. Helmi Alhadar.
Pengamat Komunikasi Politik itu mengatakan, kebijakan wali kota itu mengagetkan sekaligus mengecewakan dan memalukan. Keputusan pelantikan yang dilakukan Wali Kota Ternate ini terkesan ceroboh.
“Mestinya hal ini tidak terjadi. Sebab ini menampar wajah kota itu sendiri. Kenapa masalah seperti ini bisa terjadi? Apalagi wali kota meralat dan mencabut SK-nya, karena mendapat tekanan dari parlemen dan publik. Ini sangat disayangkan,” kata Helmi kepada wartawan media ini, Kamis (20/1).
Langkah wali kota, lanjut Helmi, menunjukkan bahwa tidak ada koordinasi. Mestinya wali kota harus mengusut, bagaimana sampai hal ini bisa terjadi. Bagaimana orang yang tidak mengikuti seleksi ini bisa diajukan sampai ke mejanya.
“Publik perlu penjelasan dengan hal ini. Sebab ini menimbulkan citra dan opini ketidakprofesionalan dalam melakukan seleksi. Apalagi sebelumnya sebagian publik meragukan. Sebenarnya mengejutkan orang-orang yang lulus seleksi ini bagi sebagian publik sudah diprediksikan memang dari awal. Belum selesai masalah ini, muncul lagi masalah lain. Sebab orang yang tidak melalui seleksi kemudian dilantik tanpa prosedur dan orang ini kemudian akan mengikuti lagi tes selanjutnya yang dilakukan Pemkot Ternate,” tukasnya.
“Saya sangat menyayangkan, karena ini akan menimbulkan citra di publik bahwa wali kota sendiri melakukan tindakan ceroboh dan sangat disesalkan. Mestinya tidak terjadi sekelas pemerintahan kota. Jadi sebaiknya Pemkot menjelaskan, kenapa fenomena ini bisa terjadi, karena bisa menimbulkan spekulasi-spekulasi dari luar. Publik akan skepstis dan menimbulkan prasangka terhadap keputusan wali kota, dan bisa berdampak pada kebijakan-kebijakan politik selanjutnya, karena ini menyangkut citra,” sambungnya.
Jebolon doktor Universitas Padjajaran Bandung ini juga memprediksi bahwa nama yang akan diuji ulang itu akan lulus. Sebab mungkin orang itu terindikasi yang diharapkan oleh wali kota. Pasalnya, dia tidak mengikuti seleksi saja lulus, apalagi akan mengikut tes nanti. Hal ini menegaskan bahwa orang yang dipilih wali kota memang sudah tidak salah, hanya saja prosedurnya yang keliru.
“Sebenarnya ini menyangkut wali kota itu sendiri. Apalagi wali kota adalah seorang birokrat yang memang merintis karirnya dari bawah. Saya kira ini akan mengganggu kredibilitasnya wali kota,” tandasnya.
Menurutnya, wali kota sudah memperhitungkan segala macam akibat dari keputusannya. Tinggal bagaimana orang-orang yang ia putuskan ini mampu menjawab tantangan, bahwa mereka yang dipilih memang orang yang tepat.
“Harapan kita semua, wali kota hanya bisa membuktikan bahwa keputusannya benar dengan bukti dari kinerja orang-orang yang ia lantik ini akan menghasilkan satu kinerja yang diharapkan, agar persoalan Air Minum Ake Gaale itu bisa diselesaikan, termasuk distribusi air kepada masyarakat,” harapnya.
