PENAMALUT.COM, TERNATE – Jaksa Penuntut Umum (JPU) menghadirkan lima saksi dalam sidang lanjutan perkara dugaan korupsi anggaran penyertaan modal Perusda Ternate Bahari Berkesan yang digelar di Pengadilan Tipikor pada Pengadilan Negeri Ternate, Selasa (28/2).
Di mana dalam sidang tersebut, tiga terdakwa yang merupakan mantan Direktur Holding Company TBB juga dihadirkan. Mereka adalah Temmy Wijaya, M. Ichsan Efendi, dan Muhammad Ramdani Abubakar.
Seentara kelima saksi yang dihadirkan itu adalah Chairul Saleh Arief selaku mantan Sekretaris TBB sekaligus pengelola unit usaha sembako, Risdan Harly selaku Direktur BPRS, Helmy selaku Notaris, Abdy Kusuma eks karyawan, dan Sarman Saroden selaku Direktur PT.Alga.
Chairul Saleh Arief terlebih dahulu memberikan keterangannya. Dalam keterangannya, Chairul mengatakan ia pernah dimintai keterangan oleh penyidik Kejaksaan Tinggi (Kejati) Maluku Utara terkait dengan Perusda. Keterangan tersebut dibaca dan tidak ada komplain. Ia mengaku mengenal ketiga terdakwa, namun tidak ada hubungan keluarga.
Kegiatan TBB itu, kata dia, untuk meningkatkan pendapatan daerah. Sementara pendirian TBB berdasarkan Peraturan Daerah (Perda).
“Waktu itu saya juga menjabat sebagai Kepala Seksi (Kasi) Perdagangan pada Disperindag Kota Ternate,” tuturnya.
Chairul juga mengelola unit sembako (beras) dengan modal sekitar Rp 400 juta. Namun itu hanya ditunjuk atau diminta bantu Temmy selaku Direktur Perusda TBB waktu itu dan tidak ada dasar, hanya saja berdasarkan rapat umum pemegang saham (RUPS).
“Bukti pembeliannya ada di Pak Temy (terdakwa). Ada fee yang didapat dari penjualan sebesar 1 juta. Dalam satu bulan dua kali operasi pasar, jadi dua kali terima,” katanya.
Chairul juga mengaku tidak punya keahlian khusus, namun pada tahun 2015 diminta membuat surat ke Pemda tentang permohonan dana dan menunjuknya sebagai Sekretraris TBB adalah wali kota saat itu.
Direktur Utama BPRS Bahari Berkesan, Risdan Harly dalam keterangannya mengatakan, ia dimintai keterangan sekitar empat sampai lima kali untuk ketiga terdakwa. Keterangan yang diberikan sudah sesuai dan benar. Ia dimintai keterangan tentang permodalan.
Risdan diangkat sebagai Direkrur BPRS pada tahun 2012 dan pada tahun 2014 diangkat sebagai direktur utama sampai dengan sekarang. Selaku Direktur, ia mempunyai tugas perencanaan, bisnis Bank, evaluasi dan perbaikan. Direktur bertanggungjawab kepada Pemerintah Kota Ternate sebagai pemegang saham pengendali.
BPRS mengajukan permintaan modal sesuai kebutuhan dan dipenuhi permintaan sesuai ketersedian anggaran yang ada di Pemda. Sementara BPRS dan TBB tidak ada kaitan, hanya hubungan koordinasi, sebab BPRS bukan anak perusahan TBB.
“Dewan pengawas syariah dan komisaris BPRS juga menerima honor walaupun PNS, karena pengurus,” bebernya.
Esk karyawan TBB, Abdy Kusuma eks karyawan menyampaikan, ia bekerja di TBB sekitar satu tahun lebih. Pada saat masuk kerja terjadi pergantian Direktur TBB dari Temmy ke M.Ichsan. Saat Temmy menjadi Direktur TBB, ada unit usaha apotik dan PT. Alga. Saat itu Direktur PT. Alga dijabat salah seorang perempuan, namun ia sudah lupa namanya. Sementara untuk apotik dijabat Astri.
“Sementara untuk Pak Ichsan pertama masuk sebagai direktur itu bisnis jual beli beras. Tapi tidak tahu beras itu dari mana. Zaman saya itu habis terjual setelah itu dibelanjakan lagi,” ucapnya.
Sementara Sarman Saroden selaku Direktur PT. Alga dalam keterangannya mengatakan, ia menjabat Direktur PT. Alga pada tahun 2019. Alga bergerak di bagian rumput laut.
“Di zaman saya, beli rumput laut di Obi, Bacan dan Halbar,” ujarnya.
Saat menjabat direktur, aset bangunan milik perikanan, tanah milik Pemkot dan mesin miik Disperindag. Saat itu pada bulan Maret, ia dipanggil ke Kantor TBB dan Direktur TBB adalah Ramdani yang menyampaikan ada dana Rp 1,2 miliar sudah masuk ke rekening.
“Untuk dana pengelola budidaya rumput laut ini senilai 200 juta. Saat itu Ramdani juga melakukan pinjaman uang senilai Rp 25 juta untuk kepentingan kegiatan di Jakarta, dan saya berikan secara tunai. Uang tersebut belum dikembalikan sampai sekarang,” tandasnya.
Sarman juga menyebut dana untuk pembayaran gaji masih sekitar Rp 200 juta lebih, namun sudah lupa uang tersebut di rekening apa. Anggaran tersebut diberikan oleh Pemkot Ternate.
Saat itu, Sarman mengangkat satu orang auditor internal untuk membuat laporan perusahaan dan diberikan gaji sekitar 2,6 juta setiap bulan.
”Untuk Komisaris Utama PT. Alga ini Pak Tauhid Soleman (Wali Kota Ternate), Ruslan Bian dan Gajali. Kita bertanggungjawab kepada Pemda, Komisaris Utama dan TBB,” pungkasnya. (gon/ask)
