PENA – Penanganan kasus dugaan korupsi dana hibah Komite Nasional Pemuda Indonesia (KNPI) Kabupaten Halmahera Barat tahun 2017 yang ditangani Polres Halbar dinilai lamban.
Pasalnya, kasus tersebut ditangani penyidik Reskrim Polres Halbar sejak tiga tahun lalu, namun sampai saat ini belum ada penetapan tersangkanya.
Bahkan Inspektorat Malut telah menyerahkan hasil audit investigasi terhadap dugaan penyelewengan anggaran 350 juta itu ke penyidik beberapa waktu lalu. “Kalau sudah ada audit investigasi, maka Polres Halbar tidak terlalu rumit menetapkan tersangkanya. Lantas harus tunggu apa lagi,” kata Akademisi Universitas Khairun (Unkhair), Abdul Kadir Bubu, saat dikonfirmasi wartawan, Jumat (12/3).
Menurut dosen Fakultas Hukum Unkhair ini, penyidik tidak perlu menunggu satu sampai dua bulan ke depan barulah mengungkap siapa tersangkanya. Sebab, kata Dade sapaan akrabnya, proses penyelidikan kasus ini tidak terlalu rumit. Apalagi secara administrasi sudah disiapkan Inspektorat.
Hasil audit Inspektorat sudah jelas secara administrasi. Artinya bahwa tidak dapat diperbaiki lagi. “Hasil audit investigasi Inspektorat itu sudah mengarah pada kerugian negara, makanya itu direkomendasikan ke Polres Halbar untuk ditindaklanjuti,” ujarnya.
Ia bilang, hasil audit investigasi ini merupakan petunjuk nyata yang menjadi bahan penyidik Polres Halbar untuk menindaklanjutinya.
Selama ini Polres Halbar beralasan Melakukan penyelidikan dulu, serta pengumpulan informasi dan barang bukti. Sekarang Inspektorat sudah menyediakan informasi yang dibutuhkan Polres, dan tinggal ditambahkan oleh Polres.
Polres, lanjut dia, tidak perlu berbelit-belit dalam menangani kasus ini. “Selama tiga tahun Polres buat apa ? Sekarang sudah diperkuat dengan hasil temuan Inspektorat Malut. Oleh karena itu sudah cukup sebenarnya. Lakukan pendalaman sekaligus penetapan tersangka dalam waktu dekat,” pintanya.
Sekadar diketahui, kasus dugaan penyalagunaan dana hibah KNPI Halbar pada tahun 2017 itu versi Ketua Manase Mouw dan Sekretaris Harun Bahrudin.
Penyidik Reskrim Polres Halbar telah mengantongi sejumlah alat bukti, diantaranya SK pengangkatan, dokumen proposal yang diajukan ketua lama dan baru. Proposal yang diajukan dengan jumlah 550 juta dan 350 juta rupiah, surat perintah membayar, SP2D, dan kwitansi dari akomodasi biaya penginapan dan Hotel, fotocopy ATK, serta keterangan 11 saksi.
