PENAMALUT.COM, TERNATE – Badan Pengelolaan Pajak dan Retribusi Daerah (BP2RD) Kota Ternate, terpaksa menyegel puluhan ruko atau kios yang disewa pedagang kaki lima (PKL) di Pasar Bahari Berkesan.
Pasalnya, sudah beberapa bulan para PKL menunggak retribusi atau biaya sewa ruko tersebut.
Abdul Rajak, salah seoraang PKL mengatakan, selama pandemi covid-19, pendapatanya sangat berkurang. Tentu pendapatannya tak sebanding dengan besaran retribusi senilai 900 ribu yang harus dibayar setiap bulannya.
Akibatnya, ia terpaksa menunggak pembayaran retribusi selama 9 bulan.
“Dorang (petugas BP2RD) datang menagih retribusi, tapi belum ada uang mau bikin bagaimana. Pendapatan usaha tidak lancar, apalagi kami menempati ruko di belakang,” keluh PKL asal Gorontalo itu.
Pedagang lainnya, Hj. Nisa mengatakan, semua bangunan ruko yang berada dibelakang selama ia tempati sangat minim pembeli. Sehingga wajar saja jika pendapatannya sedikit.
“Ruko di belakang ini tidak sama dengan yang di depan. Kami disini agak setengah mati kalau mau bayar retribusi 900 ribu setiap bulan. Kalau pembelinya lancar-lancar sama seperti ruko di depan, maka kami sanggup untuk bayar,” katanya.
Ia bilang, banyak ruko yang dibiarkan kosong hingga atapnya bocor. Harusnya, kata dia, petugas bersyukur dengan ditempatinya pedagang di ruko tersebut bisa dimanfaatkan, meski pembayaran retribusinya tak lancar.
“Syukur banyak kami sudah bayar, meski hanya sedikit-sedikit. Kalau dipaksakan, lantas kami mau ambil uang dari mana. Ruko ini banyak yang kosong, karena posisinya di belakang, pembeli jarang kesini. Jadi saya sedih kalau petugas datang dan lakukan segel,” ujarnya.
Sementara Kepala BP2RD, Jufri Ali mengatakan, tunggakan ruko ini sudah terjadi sejak 2020. Bahkan ada yang tahun 2019 sampai 2021 ini belum dibayarkan.
Menurut Jufri, aturan pembayaran retribusi ini harus satu tahun. Pihaknya sudah memberikan keringana untuk dibayar cicil, namun malah ditunggak hingga bertahun-tahun.
“Ada pedagang yang bayar tempo, namun ada yang tunggak hingga berbulan-bulan. Harusnya adil. Kami mau tegakkan keadilan, karena orang yang sering bayar itu merasa tidak adil. Jadi yang disegel itu tidak bayar-bayar saja,” jelasnya.
Ia menegaskan dalam regulasi sudah diatur dengan jelas, barang siapa yang menempati tempat itu, sudah tentu diwajibkan membayar retribusi.
“Didalam aturan, ketika menempati tempat itu, maka dia berkewajiban membayar retribusi. Jika mereka merasa keberatan, maka keluar saja. Lgian banyak orang yang mau tempati ruko ini,” tandasnya. (ano/ask)
