PENAMALUT.COM, TERNATE – Pemkot Ternate melalui Badan Perencanaan, Penelitian dan Pembangunan Daerah (Bappelitbangda), bakal memfokuskan pelayanan dasar di tiga kecamatan terluar, yakni pulau Hiri, Moti dan Batang Dua.
Ini ditegaskan Kepala Bappelitbangda Kota Ternate, Rizal Marsaoly, kepada sejumlah wartawan, Senin (26/9).
Rizal menyebut, sejumlah persoalan mendasar yang belum diselesaikan adalah masalah pendidikan, kesehatan dan beberapa infrastruktur yang menjadi penguatan dalam 14 program prioritas yang didorong untuk tahun 2023.
“Bidang pendidikan dan kesehatan itu menjadi fokus terkait dengan pelayanan di tiga kecamatan terluar, sebab fokus utama kami adalah masalah pelayanan dasar,” tutur Rizal.
Karena itu, Rizal lantas meminta data ke pihak dinas pendidikan terkait anak putus sekolah. Sebab, menurut dia, hal ini penting untuk mewujudkan visi misi Wali Kota Ternate.
“Intinya 2023 nanti, walaupun anggaran terbatas, tetapi kami yakin akan memunculkan program-program yang lebih memfokuskan pada pelayanan dasar di masyarakat,” ucapnya.
Tak hanya itu, Rizal bilang, pihaknya optimis bahwa sejumlah program prioritas yang masih terkendala tahun ini, bakal dirampungkan pada 2023.
Saat ini, lanjut dia, sudah masuk tahap pembahasan untuk APBD induk tahun 2023. Pada Rabu (28/9), akan diagendakan pembahasan APBD-P tahap I. Setelah tahap I berakhir, maka akan dilakukan pengesahan APBD-P tahun 2022, sedangkan untuk 2023 yang menjadi perhatian Pemkot adalah terkait dengan pelayanan dasar.
“Misalnya kita melihat beberapa fasilitas penerangan jalan umum, kemudian infrastruktur di beberapa kecamatan yang mesti mendapat perhatian di OPD teknis,” katanya.
Selain itu, Rizal berkata, sembari menggenjot pendapatan asli daerah (PAD) berbasis digital yang tengah dijalankan, pihaknya juga optimis untuk menambah PAD dengan beberapa inovasi lainnya.
“Apa saja yang menjadi persoalan tahun 2022 ini, seperti masalah yang dikeluhkan warga setelah wali kota dilantik, kami akan mulai melakukan perbaikan-perbaikan,” cetusnya.
Karena itu, menurut dia, wali kota menegaskan direksi dan dewas PDAM untuk melakukan perbaikan terhadap pelayanan air bersih. Pada 2023 nanti, sambung dia, akan ada pengadaan inverter untuk melakukan efisiensi terhadap pembayaran listrik air.
“Saya pikir ini solusi juga, bagaimana anggaran itu dilakukan terhadap pelayanan pada kebutuhan masyarakat. Kemudian PDAM harus melakukan pemetaan perkawasan untuk meminimalisir penangan air bersih, sebab Kecamatan Ternate Selatan pasti berbeda di daerah ketinggian di Ternate Utara dan Ternate Tengah,” paparnya.
“Ini akan menjadi fokus kami, karena pihak PDAM juga meminta anggaran senilai Rp 1,5 miliar di APBD perubahan. Semoga ini bisa masuk,” harapnya mengakhiri. (udi/tan)
