PENAMALUT.COM, TERNATE – Molornya penyampaian APBD tahun 2023 oleh Pemerintah Kota Ternate membuat DPRD geram. Pasalnya, Pemkot Ternate sebelumnya berjanji akan menyampaikan dokumen APBD 2023 pada 25 Oktober. Sayangnya, hingga kini belum ada kepastian terkait hal itu.
Hal ini membuat Wakil Ketua DPRD Heny Sutan Muda kesal. Sehingga itu, melalui DPRD, pihaknya melakukan warning kepada Pemkot Ternate.
Menaggapi hal itu, Kepala Badan Pengelolaan Keuangan dan Aset Daerah (BPKAD) Kota Ternate, Abdullah Hi. Saleh angkat bicara. Ia beralasan keterlambatan ini lantaran pihaknya masih menunggu hasil evaluasi APBD-P 2022 dari Pemerintah Provinsi Maluku Utara.
”Kami bukan tidak serius mengelola pemerintahan. Kami juga tidak alergi kritik, asalkan kritik itu sifatnya membangun dan diterima, supaya diperbaiki,” ujarnya kepada wartawan, Senin (31/10).
Menurut dia, APBD Perubahan 2022 sementara ini masih dalam proses evaluasi di Pemprov Malut.
“Kita masih menunggu hasil evaluasi seperti apa. Kalau sudah, akan disampaikan secara resmi hasil evaluasi itu dan kita akan menyesuaikan dalam evaluasinya,” tuturnya.
Pihaknya berharap agar tidak terlalu banyak evaluasi dari Pemprov Malut, sehingga ditargetkan pada November 2022 sudah bisa disampaikan.
Sementara terkait APBD Induk 2023, kata dia, saat ini OPD sudah merampungkan penginputan rencana kegiatan anggaran ke dalam aplikasi SIPD Nasional. Sehingga tinggal TAPD melakukan verifikasi dari RKA yang sudah diinput.
Setelah dilakukan verifikasi, maka selanjutnya disampaikan ke Inspektorat untuk dilakukan review, dan setelah itu disampaikan ke DPRD paling lambat pekan depan.
Ia bilang, Pemkot Ternate juga sebelumnya berupaya menyampaikan APBD Perubahan ke provinsi dengan tepat waktu, akan tetapi kendala teknis standar satuan harga (SSH) ketika dilakukan penginputan dalam aplikasi.
”Jadi ada yang eror. Selain itu, program kegiatannya kembali ke masing-masing OPD. Jadi nanti kita lihat perkembangannya seperti apa,” tukasnya. (udi/ask)
