PENAMALUT.COM, TOBELO – Pemerintah kabupaten Halmahera Utara (Halut) akan berkolaborasi dengan tiga kabupaten di Maluku Utara untuk mendorong produksi perikanan dan kelautan. Gagasan ini didorong melalui program smart city atau kota cerdas.
Pemkab Halut melalui Dinas Komunikasi Informatika dan Persandian (Diskominfo Sandi) Halut mulai menyusun master plan kota cerdas yang berlangsung di Hotel Grand Land Tobelo, Jumat (19/11).
Dalam penyusunan master plan itu, pihak Pemkab Halut akan berkolaborasi dengan Pemerintah Kabupaten Halmahera Timur, Halmahera Tengah, dan Pemerintah Kabupaten Pulau Morotai.
Penyusunan program smart city ini juga melibatkan beberapa dinas termasuk Dinas Perikana Halut.
Kadis Perikanan dan Kelautan Halut, Victor Mangimbulude menjelaskan, pihaknya akan mendorong produksi perikanan dan kelautan termasuk ikan tuna dengan menggandeng tiga daerah itu. Sebab, kata Victor, mereka punya pengelola dan produksi.
Ia juga mendapat informasi terkait penangkapan tuna di beberapa daerah, seperti Morotai, Halteng, Haltim dan Loloda cukup banyak. Selama ini informasi terbatas bagi masyarakat di luar sana bahwa kebutuhan ikan tuna dan hargannya.
“Sehingga dengan kaloborasi dan penyediaan data dan informasi bisa diakses semua orang yang berada di luar sana, maka dengan sendirinya masyarakat bisa memilih untuk menjual produk ikannya,” ujar Victor kepada wartawan pada saat konferensi pers, Jumat (19/11).
Selanjutnya kata Victor, yang bisa ditawarkan Pemerintah Kabupaten Halut adalah ikan tuna dan ikan pelagis dan lainnya. Dengan jangka waktu ke depannya, pihaknya sudah memikirkan pengembangan budidaya seperti udang vaname, nila, dan lele. Tentu ini sangat diharapkan.
Menurutnya, untuk kaloborasi ini memang tidak mudah, sebab setiap pemerintah punya ego sektoral yang cukup tinggi. Sehingga pada tahun pertama nanti, pihaknya berbagi data dan informasi. Kemudian langkah berikutnya jika ada kesepakatan, akan diatur alur lalulintas perdagangan win-win solotion.
“Jadi kalau mislakan kelebihan ikan tuna dan harganya baguas, maka Pemkab Halut bisa ambil. Begitu juga sebaliknya,” bebernya.
Dikatakannya, kaloborasi Halut, Halteng, Morotai dan Haltim ini akan diadakan pertemuan pada 28 November untuk dilakukan penandatanganan empat kepala daerah. Jika masing-masing bupati sudah menandatanganinya, maka sudah layak disebut smart city. Jadi peluang ini untuk kololaborasi yang sangat bermanfaat.
“Dengan begitu, kita bisa melihat program apa yang ditawarkan oleh kabupaten lain,” jelasnya.
Ia mengaku agak sedikit kesulitan mengubah budaya masyarakat yang biasanya kesulitan mengakses data, tapi pihaknya optimis dengan berkembangan tekonologi yang begitu canggih, masyarakat bisa mengakses data. Sehingga ini diharapkan tidak ada faktor penipuan soal harga ikan.
“Ke depan kaloborasi ini akan kita dorong sampai pada tingkat skil, sehingga sebelumnya masyarakat yang belum tahu cara penagkapan ikan, akan dilatih,” tandasnya.
Diketahui sejauh ini produksi ikan di Halut mencapai 18 ribu ton per tahun, dengan berbagai jenis ikan, seperti tuna, cakalang, layang, ikan dasar, dan cumi. (fnc/ask)
