PENAMALUT.COM, JAILOLO – Proyek peningkatan jalan tanah ke aspal (hotmix) ruas jalan Goin-Kedi, Kabupaten Halmahera Barat, yang bersumber dari anggaran Pemulihan Ekonomi Nasional (PEN) tahun 2022 senilai Rp 39.695.580.204,00 dipastikan tidak tuntas.
Pasalnya, hingga saat ini proyek tersebut baru dilakukan pengaspalan 1,5 kilometer dan masih tersisa 10 kilometer. Sementara waktu pekerjaan berdasarkan kontrak kerja berkahir pada 20 Desember 2022.
Anggota Komisi III DPRD Halmahera Barat, Asdian Taluke, kepada wartawan mengungkapkan, pekerjaan tersebut telah mengalami keterlambatan. Berdasarkan informasi yang diterima dari pihak ketiga, terdapat adendum atau perpanjangan waktu 50 hari. Hanya saja, informasi tersebut belum resmi diterima DPRD Halbar melalui komisi III.
“Jadi untuk pekerjaan jalan Goin-Kedi ini berdasarkan fakta di lapangan, sekarang sampai saat ini belum selesai. Yang sirtu pun belum tuntas seratus persen. Untuk pengaspalan itu baru dari pelabuhan sampai Puskesmas. Terkait adanya adendum 50 hari kami dari DPRD tidak mengetahui hal itu,” ujar Asdian, Kamis (9/2).
Menurut dia, seharusnya proses pekerjaan jalan Goin-Kedi ini selesai pada 20 Desember 2022. Akan tetapi sampai sekarang masih mangkrak.
“Pertanyaannya anggaran untuk pembangunan jalan tersebut dikemanakan,” ucapnya.
Padahal, kata dia, Pemkab melalui Bupati James Uang berkomitmen bahwa jalan Goin-Kedi itu harus tuntas pada Desember 2022 kemarin, akan tetapi nyatanya tidak tuntas. Progres pekerjaan bahkan baru mencapai sekitar 30 persen.
“Pelaksanaan di lapangan belum 100 persen, sementara penyerapan anggaran kemungkinan sudah 100 persen,” tandasnya.
Politisi Partai Gerindra ini mengingatkan Bupati James Uang agar komitmen dengan janji politik menyelesaikan pembangunan jalan menuju Loloda, dan jangan menjadikan pekerjaan jalan loloda ini sebagai atensi momen politik 2024. Sebab ini merupakan anggaran pinjaman PEN.
Asdian juga menyebut proyek yang sumber anggarannya dari PEN ini hampir semuanya belum selesai
“Kemarin sebenarnya kami dari Komisi III sudah panggil Kadis PUPR, hanya saja dia beralasan lagi sakit. Yang jadi pertanyaan ketika adendum, apakah dibayarkan dendanya atau tidak? Sampai sekarang Pemda Halbar tidak pernah terbuka soal ini kepada DPRD,” tandasnya.
Asdian juga menambahkan, jika keterlambatan pekerjaan lalu Pemkab beralasan kondisi cuaca, sementara pada Desember 2022 cuaca juga cukup bagus.
“Maka alasan seperti apalagi yang dipakai Pemda Halbar. Sekarang dengan adanya adendum 50 hari kan otomatis diakhir Februari nanti sudah harus tuntas. Kalau tidak tuntas, maka kami akan bicarakan di Komisi III, skemanya seperti apa. Apakah nanti dibentuk Pansus untuk menelusuri semua proyek PEN atau bagaimana nanti,” pungkasnya. (adi/ask)
