PENAMALUT.COM, TERNATE – Penyidik Direktorat Reserse Kriminal Khusus (Ditreskrimsus) Polda Maluku Utara melimpahkan dua tersangka dan barang bukti kasus dugaan korupsi pekerjaan irigasi dan bendungan di Desa Kaporo, Kepulauan Sula ke Kejaksaan Tinggi (Kejati) Malut, Selasa (9/8) tadi.
Pelimpahan ini setelah berkas perkara tersebut dinyatakan lengkap oleh Jaksa peneliti untuk dilakukan tahap dua.
Kedua tersangka itu adalah Salim Haris AR alias Salim selaku Konsultan sekaligus pemilik Perusahaan CV. Pesona Cipta Engineering, dan AP alias Abraham selaku pelaksana pekerjaan.
Kasi Penkum Kejati Malut, Richard Sinaga, membenarkan penyerahan dua tersangka dan barang bukti dari penyidik Ditreeskrimsus Polda.
“Jadi hari ini kita sudah terima penyerahan tahap dua dari Polda atas kasus korupsi irigasi Kaporo,” jelas Richard.
Kedua tersangka ini akan ditahan selama 20 hari ke depan di Rumah Tahanan Negara (Rutan) Kelas IIB Ternate. Selanjutnya tim Jaksa Penuntut Umum (JPU) akan menyusun surat dakwaan, setelah itu baru dilimpahkan ke pengadilan untuk disidangkan.
Kedua tersangka diancam pidana dalam Pasal 2 ayat (1), Pasal 3 junto Pasal 18 Undang-Undang Nomor 31 tahun 1999 sebagaimana diubah dengan UU Nomor 20 tahun 2001 tentang pemberantasan tindak pidana korupsi junto Pasal 55 ayat (1) ke-1 KUHP.
“Ancaman hukuman dalan Pasal 2 minimal 4 tahun, dan Pasal 3 minimal 1 tahun penjara,” pungkasnya.
Sebelumnya, penyidik Ditreskrimsus Polda Malut lebih dulu menetapkan empat orang sebagai tersangka. Mereka adalah Ferdi Parengkuan alias Ferdi selaku pelaksana pekerjaan yang juga anggota DPRD Dula dari Fraksi Partai Demokrat. Razak Karim alias Razak (44), selaku Direktur PT. Amarta Maha Karya. Moh. Luthfi A. Kadir alias Lutfi (52), mantan Kepala Dinas PUPR Sula sekaligus Kuasa Pengguna Anggaran (KPA). Mantan Sekretaris Dinas PUPR Sula, Masykur Hi. Hasan alias Masykur (49) selaku Pejabat Pembuat Komitmen (PPK).
Proyek tersebut dianggarkan melalui Anggaran Pendapatan dan Belanja Daerah (APBD) tahun 2018-2019 senilai Rp 9,8 miliar lebih yang melekat pada Dinas Pekerjaan Umum Penataan Ruang, Perumahan dan Kawasan Permukiman (DPUPRPKP) Kepsul.
Empat tersangka itu kini telah divonis oleh hakim dan sementara menjalani hukuman. (gon/ask)
