PENAMALUT.COM, TERNATE – Beberapa tahun terakhir ini negara mulai memberdayakan pengusaha lokal, termasuk di Provinsi Maluku Utara. Intervensi tersebut bertujuan mengajak pengusaha berkontribusi terhadap pembangunan. Kebijakan ini dikeluarkan sejak Bahlil Lahadalia menjabat Menteri Investasi/Kepala BKPM RI.
Dua tahun terakhir, putra Indonesia timur tersebut menghubungi perusahaan-perusahaan besar (termasuk perusahaan pertambangan) dengan pengusaha lokal di sejumlah daerah untuk menandatangani memorandum of understanding (MoU).
Di Maluku Utara, Menteri Investasi mempertemukan Himpunan Pengusaha Muda Indonesia (HIPMI) Maluku Utara dengan PT. IWIP untuk terlibat kerja sama. Penandatanganan MoU antara HIPMI dan IWIP dilangsungkan di kantor Kementerian Insvestasi di Jakarta pada tahun 2021 dan disaksikan oleh salah satu petinggi di Kementerian itu. Ā
Ketua Umum HIPMI Maluku Utara, Sofyan MU Sangaji mengapresiasi terobosan luar biasa yang dilakukan Menteri Bahlil. Bagi dia, setidaknya hal itu untuk memberdayakan pengusaha lokal dalam menyambut peluang investasi asing di Maluku Utara.
āWalaupun pelaksanannya belum jalan maksimal, karena perusahaan asing masih menggunakan pengusaha-pengusaha luar Maluku Utara, tetapi apa yang dilakukan pak Menteri ini patut kita apresiasi,ā ujarnya kepada Nuansa Media Grup (NMG), Rabu (28/9).
Menurut Sofyan, kebijakan Menteri sudah sangat luar biasa. Selanjutnya, apakah perusahaan asing itu berkolaborasi dengan pengusaha lokal ataukah masih juga bekerjasama dengan pengusaha luar daerah.
āKebijakan pak Menteri sangat mantap. Tinggal IWIP saja yang mau bekerjasama dengan kita atau tidak. Gubernur selaku kepala daerah juga harus terlibat aktif untuk menjembatani pengusaha lokal dengan perusahaan asing. Jangan pemerintah daerah kesannya tidak bisa berbuat apa-apa dihadapan perusahaan asing,ā tuturnya.
Wakil Ketua Umum (WKU) HIPMI Maluku Utara, Irman Saleh menambahkan, IWIP harusnya menindaklanjuti MoU yang sudah diteken pada tahun 2021 itu. Pasalnya, dalam MoU tersebut telah ditegaskan, IWIP mestinya melibatkan dan memberdayakan pengusaha lokal dalam berbagai kegiatan di perusahaan pertambangan yang beroperasi di Kabupaten Halmahera Tengah (Halteng) ini.
āKita harus berterima kasih kepada Menteri Bahlil yang sudah membuka akses dalam rangka memberdakan pengusaha lokal. Keberpihakan Menteri sangat tepat, tinggal pengusaha lokal dan pemerintah daerah lihai melakukan negosiasi dengan investor,ā tandasnya.
Selain WKU HIPMI, Ketua Dewan Pembina HIPMI Maluku Utara, Bahtiar Kadir juga angkat bicara. Ia berharap agar IWIP berkomitmen dengan MoU yang sudah ditandatangani kedua pihak.
āKarena sudah ada MoU, maka selanjutnya kita jangan lari dari komitmen. Kami juga sudah sampaikan ke pak Menteri investasi bahwa MoU itu belum ditindaklanjuti IWIP. Ketika saya sampaikan, pak Menteri berjanji akan mengevaluasinya,ā tutup Bahtiar. (rii)
