PENA – Pemerintah Provinsi Maluku Utara melalui Badan Perencanaan Pembangunan Daerah (Bappeda) masih melakukan kajian terkait pinjaman Pemulihan Ekonomi Nasional (PEN).
Belum diketahui pasti kapan pinjaman tersebut akan diajukan ke PT. Sarana Multi Infrastruktur (SMI) yang menangani pinjaman PEN. “Positif pinjam kalau sudah diajukan. Tim PEN lagi kaji regulasi dan kesiapan pemerintah daerah dalam kemampuan pengembalian berdasarkan masa jabatan Gubernur dan Wakil Gubernur,” kata Kepala BAPPEDA Malut, Salmin Janidi, saat dihubungi wartawan pada Minggu (7/3).
Menurutnya, pihaknya masih mengkaji dan mempertimbangkan secara matang pengajuan pinjaman PEN. Pasalnya, pinjaman ini memiliki konsekuensi yang luas serta butuh kajian dan pendalaman kebtuhan atau sektor mana sajan yang menjadi lokus pemulihan. Sehingga pinjaman tersebut benar-benar tepat sasaran dan berdampak positif terhadap pertumbuhan ekonomi daerah.
Selain itu, lanjut dia, pihaknya masih mempertimbangkan agar terhindar dari utang yang menumpuk. Sementara tersisa masa jabatan Gubernur Abdul Gani Kasuba dan Wakil Gubernur M. Al Yasin Ali yang tinggal tiga tahun itu diharapkan tidak memunculkan tumpukan utang yang akan menjadi beban warisan kepemimpinan periode berikutnya.
Saat ini, kata Salmin, pertumbuhan ekonomi di Malut cukup baik. Sehingga itu, seharusnya dibenahi yang ada dan tingkat yang masih jauh dari harapan. Agar supaya program kerja Gubernur dan Wakil Gubernur di sisa waktu ini dapat memperbaiki taraf hidup masyarakat yang terlampau tertinggal, tertuma di sektor pendidikan dan kesehatan.
Soal DPRD Malut yang menolak pinjaman PEN, mantan Kepala Biro Hukum Pemprov Malut ini bilang pihaknya akan mempertimbangkannya. “Kita hargai pendapat DPRD tentang wacana pinjaman melalui skema PEN. Nanti kita lihat perkembangannya,” ujarnya.
“Pendapat DPRD Malut tentu punya argumentasi yang terukur. Olehnya itu, tentu kita siapkan skema yang tidak membebani keuangan daerah dan masa pengabdian kepala daerah serta masa bakti DPRD saat ini,” pungkasnya.
Sebelumnya, Pemprov Malut merancang pinjaman PEN sebesar 1,2 triliun dengan jangka waktu 8 tahun. Besaran pengembalian per tahun sebesar 12,5 miliar. Sementara bunga yang akan dibayar per tahun dengan asumsi suku bunga 5,1 sampai dengan 5,9 persen dan pembayaran per bulan sebesar Rp. 17,6 miliar, terdiri dari pembayaran pokok Rp.12,5 miliar dan pembayaran bunga Rp. 5,1 miliar.
